Will the Flight Emissions Label take load factors into consideration for the purpose of determining the score?

Label scores will be determined using recent seating configurations, fuel burn, and passenger and cargo traffic. Passenger traffic will be the fundamental basis for the calculation of emissions per passenger. Load Factors will be a key consideration should traffic data on a specific route or aircraft type be inadequate. In these circumstances, comparable load factors will be used from the aircraft operator if possible for similar routes and aircraft types. If the operator has newly commenced operations, load factors for comparable aircraft operator business models on comparable routes will be utilised.
