States 

Each data submission has a state which describes who describe who needs to perform an action.

• Draft: AO create a draft and can edit the data submission 
• Submitted: AO has submitted to the CA. AO cannot edit.
• Needs more info: CA has requested more info from the AO, the AO can edit 
• Accepted: CA has accepted the data submission, the AO cannot edit

When the status changes, the AO or CA will be notified via the daily email digest if they need to perform an action.
